Don't know, but they did have very effective WMD back then, called lots of
guys with swords, when you put your mind to it depopulating a province, or
even large parts of a country, isn't really that hard and it only takes a
few months instead of a few hours. But sword fire and famin kills off
populations with remarkable efficency when imployed desisivly, consider the
Mongols for one outfit who were quite skilled at it.

When I read the header I thought you meant old empires like the Brittish
Empire circa 1920 or the French Empire circa 1911.

In either of those cases I think their status as the loan superpower would
be assured pretty quick, you don't need a bomber to deliver a hiroshima type
weapon to Paris, Berlin or Washington D.C., a railroad will work just fine
if you are a little sneaky about it. As far as that goes Washington D.C.
and other sea ports like London would be even more vulnerable.
